GIZ is a federally owned enterprise and is supporting the German Government in achieving its objectives in the field of international cooperation for sustainable development.

We are seeking for the position of an Advisor - Indigenous communities land titling (national professional), based in Phnom Penh.

Germany through GIZ supports the Cambodian land sector program (LAMDP) through the Land Rights Programme II (LRP II), which is currently commissioned for the period July 2014 to June 2016. LRP II provides assistance to the Ministry of Land Management, Urban Planning and Construction (MLMUPC) with the overall objective that the poor rural and urban population, especially women, can better realize their human rights to food and housing. Within the Land Management Sub-Sector Program (LM-SSP), LRP II aims at improving capacities especially of subnational spatial planning bodies, in order to allow for a more sustainable management of land and natural resources.

Duties
  • Carrying out activities for the preparation of the registration of indigenous people’s land will include especially
    • Supporting LNGOs in the making of indigenous people communities’ unofficial maps inworking out internal rules and in filing land registration applications to the cadastral authorities,
    • Resolving disputes in coordination with other GIZ staff, local authorities, LNGOs and indigenous people communities, and
    • Preparing and conducting capacity development measures such as trainings for Government, LNGOs and indigenous people communities
  • Undertake assigned tasks with indigenous people communities, with Government, with LNGOs and INGOs, and with all other involved stakeholders.
  • Draft work plans including budgets covering the activities that you will carry out and coordinate.
  • Prepare reports as needed by the Program Manager and Deputy. Assist them as needed to fulfil their Monitoring & Evaluation tasks.
Requirements
  • University degree in an area related to the project objectives.
  • At least 5 years working experience with indigenous people on land matters and cooperating with misc. Government agencies and civil society organizations involved in the topic.
  • At least 3 of the 5 years include assisting indigenous people communities to make unofficial maps, internal rules and file land registration applications of a quality that was acceptable to the Government.
  • Highly competent at communicating/coordinating with all types of stakeholders involved with indigenous peoples’ communal land titling.
  • Knowledgeable in all areas of indigenous peoples’ communal land titling in addition to making unofficial maps, internal rules, filing land registration applications and resolving disputes.
  • Very good English skills, both oral and written.
