This Life Cambodia (TLC) is seeking to employ two full-time staff members for the positions of Lower Secondary School Development Program Officer and Community Responses to Violence Against Women Schools Project Officer.

TLC is focused on developing education and sustainable development projects that directly benefit the lives of children and their communities in rural Cambodia.

The Lower Secondary School Development Program (LSSDP) aims to build the capacity of School Support Committees (SSC), over 3 years, to work with their school community to develop and implement an annual school development plan, to provide support and resources over 3 years, that respond to school community priorities, and to promote the good practice of the LSSDP and seek opportunities for growth of the program.

The Community Responses to Violence Against Women Program (CRVAW) aims to support community-wide, sustainable responses to the priority issue of violence against women on the commune level, focusing both on primary prevention and response.

Lower Secondary School Development Program Officer

The LSSDP Program Officer will support the Program Coordinator to carry out all activities regarding the program including surveying, appraisals, program implementation, community and school liaison, monitoring and evaluation, training, project reporting and any additional requirements of the Coordinator. The Program Officer will delegate and collaborate with his/her staff to ensure all activities are completed in a timely and ethical manner.

The CRVAW Schools Project Officer is responsible for collaboration with the lower secondary school in delivering primary prevention activities to foster a non-violent and gender sensitive environment. by delivering training to teachers and the School Support Committee, reviewing curriculum to include lessons about healthy relationships, conflict resolution, non-violent communication skills and gender issues, and working with the child club to enable a peer support program.

Duties + Requirements
Lower Secondary School Development Program Officer

Duties
  • Assist in facilitating community needs assessment and selection process
  • Organise and assist in facilitating participatory rural appraisals
  • Assist the Coordinator to liaise with community organisations and project recipients to meet organisational goals and program requirements
  • Support the preparation of annual school development plans and provide technical assistance to the school community for implementation
  • Support school community events
  • Organise relevant training and community meetings (conduct training and consultation/technical advice where appropriate)
  • Collect all information required by the Coordinator for reporting, monitoring and evaluation, including preparing case studies, according to the M&E plan
  • Prepare monthly work plans and support budget planning and financial management of the project
  • Conduct research appropriate to projects or initiatives, as required by the Coordinator
  • Assist in organising international exchange projects and supporter visits
  • Represent TLC on various committees, work groups, forums, promoting TLC’s mission and objectives
  • Actively promote child protection and safety
  • This position may also require additional duties as requested by the TLC Director, Deputy Director or LSSDP Coordinator.
Requirements
  • Bachelors Degree in Rural Development, Education, Sociology or related field
  • Minimum three (3) years work experience in development related to education
  • Experience in conducting participatory rural appraisals
  • Experience working with schools
  • Solid understanding of child protection and child safety
  • Excellent communication skills
  • Self-motivated and ability to work independently as well as in a team
  • Excellent organisation skills including the ability to multi-task
  • Strong work ethic and demonstrated accountability
  • MS-Word, Excel and Internet Skills
  • Has excellent spoken and written Khmer and English
  • Ability to travel frequently and work in rural areas


Community Responses to Violence Against Women Schools Project Officer

Duties
  • Build partnerships with the lower secondary school community (School Support Committee, teachers, parents, Child Club) and support activities to challenge gender stereotypes in the school community
  • Identify curricular material on healthy relationships and gender issues for use in lower secondary school classrooms, and train teachers in delivery
  • Develop and deliver training for teachers and the School Support Committee in identifying and responding to signs of domestic violence happening within families
  • Deliver training and assistance for Child Club on peer support activities
  • Community capacity development
  • Build strong relationships with key stakeholders and other partner NGOs
  • Monitoring and regular reporting to the Program Coordinator
  • Assist in evaluation of project outcomes
  • Assist in preparing annual work plans and budgets for CRVAW projects.
  • Prepare TLC projects monthly reports
  • Assist in gathering information for quarterly donor updates, end of year updates and other reports
  • Identify and implement improvements to help the program achieve its objectives
  • Maintain and promote TLC’s participatory techniques for community development
  • Strongly commit to and actively promote child safety and child protection
  • Represent TLC on various committees, work groups and forums
  • Stay informed of relevant skill and qualifications levels required for effective performance, and circulate requirements and relevant information to the VAW team as appropriate
  • This position may also require the undertaking of additional jobs on request by the TLC Program Coordinator, Deputy Director and Executive Director
Requirements
  • Bachelors Degree or equivalent in any social science field that has focused on Project management / Education / Human Rights / Community Development/ Communications/ Social Work.
  • Minimum three (3) years practical experience working in community development or education, with at least one (1) year with a focus on Gender-Based Violence and/or women’s rights.
  • Experience running training, workshops and organising community campaigns or events in secondary schools.
  • Work experience in an international organization and staff training experience training preferred.
  • Fluency in Khmer and strong and English is required, both spoken and written.
  • Excellent communication and evaluation skills.
  • Self-motivated and able to work independently as well as in a team.
  • Excellent organisation skills including the ability to multi-task.
  • Strong work ethic and demonstrated accountability.
  • MS-Office and Internet Skills.
  • Ability to travel frequently and work in rural areas.

  • The successful candidate will be offered a salary based on experience. The package also includes savings scheme, health insurance, and a telephone allowance.
  • Salary Package: $300 - $400 per month, depending on experience.
