Technical Officer for CIPI Study (Contract staff) – Phnom Penh
The FHI 360 Technical Officer (TO) require detailed knowledge and experience in HIV prevention, drug-use programming and psycho-social support/counseling. The TO will be part of the in-country Cambodia Integrated HIV & Drug Use Prevention Implementation Program (CIPI) program team, which is led by FHI 360, working closely with University of California San Francisco (UCSF) colleagues. The post holder will report to the CIPI Program Manager. The TO will be responsible for providing specific expertise in the area of drug use prevention, psycho-social support/counseling, and training, and for providing technical and programmatic support to implementing partners to fulfill the Conditional Cash Transfer (CCT) and after-care program components. |

Technical Officer for CIPI Study
Duties
- Capacity Building CCT and after care staff: Collaborate with the UCSF-led study team, along with the RGC’s Department of Mental Health and Substance Abuse of MoH and NACD, to co-lead a training for CCT staff in the program
- Support supervision and monitoring of CCT and after care staff tools and processes: Working with the study team and FHI 360 program staff, update checklists that facilitate fidelity monitoring activities.
- Represent FHI 360, and when requested, to provide technical input at the national or regional level project and/or technical working groups and stakeholders
- Establish good working relationships and collaborative arrangements within the program, and with target populations, community groups, donors, governments, and other organizations to ensure effective drug use counseling program implementation.
Requirements
- BS/BA in public health; social work; psychology or related field, and 3+ years relevant experience in HIV/AIDS, drug use programming and psychological counseling
- Familiarity with international program developments in drug use prevention and able to apply such information to project activities and directions
- Prior experience creating and strengthening drug use prevention programming, particularly with female entertainment workers and knowledge of HIV, health and development programs in Cambodia and as well as experience in providing technical assistance in drug use prevention
- Skills and demonstrated experience in planning, monitoring, reporting and delivery training
- Proven ability to operationalize guidelines and procedures
- Well-developed written and oral communication skills in Khmer and English
- Computer literate with strong skills in the use of MS Office packages (Word, Excel, PowerPoint)
