Note: This recruitment is subject to project proposal approval from the Ministry of Foreign Affairs and Trade of New Zealand.
People in Need (PIN), an international NGO, seeks applications for experienced and motivated candidates for the position of Livelihoods Support Officer (LSO). In total 1 LSOs will be recruited.
The LSOs will work in Koh Kong province on the livelihoods development in conjunction with Save the Children - Cambodia (SCC) through its Disaster Resilience through Improved Education and Livelihoods (DRIEL) program. The LSOs will be responsible for working with households and community groups to identify and implement disaster and climate change resilient livelihood oportunities, for the vulnerable households, and supporting Commune Councils to carry out their mandates for disaster risk reduction or climate change adoptation (DRR/CCA) land use and community development planning through implementation of community level hazard, vulnerability and capacity assessments (HVCA).
Schedule: Full time position; duration: 25 months, starting date: 1st of March 2015. |

Livelihoods Support Officers
Duties
- Project work
- Support communities and households to investigate and understand their constraints and opportunities concerning alternative sustainable livelihoods.
- Perform participatory assessments of livelihood opportunities and hazard vulnerability and capacity assessment (HVCA) in each target commune and village.
- Based on HVCAs advocate for inclusion of identified DRR/CCA mitigation measures into local planning process (CDP/CIP) and Commune Land Use Plans (CLUP)
- Build community livelihoods support groups and link these to schools in targeted area.
- Develop and implement DRR/CCA livelihoods small grant funds. Monitor these providing feedback to beneficiaries and making sure the beneficiaries apply techniques and take ownership.
- Coordinate environment day
- Organize in conjunction with SCC trainings on CCA and DRR for School Support Committees (SSC) and Community Protected Area (CPA) Committees
- Coordinate exchange visits
- Use HVCA information to map hazard vulnerabilities and capacities in communities.
- Communication and Coordination
- Cooperate/communicate with the local authorities (village, commune and district level), and other relevance stakeholders to ensure project activities go smoothly and are achieved
- Ensure the complaint respond mechanism is in place and sharing information with relevant stakeholders.
- Coordination with other stakeholders meeting, workshops, etc. as necessary
- Report regularly on the progress to PIN’s Area Coordinator
- Ensure appropriate project visibility (PIN’s logo and Donor logo)
- Translate simple documents from Khmer to English and English to Khmer if needed
- Assist with other project-related tasks
- Be accountable to all PIN’s policies.
Requirements
- At least 2 years of working experience with rural communities (organizing community meetings, trainings etc.)
- University degree in Agriculture, Rural Development or related expertise is an advantage
- Good interpersonal skills (in communication at the community level and with the government staff)
- Honest and reliable person with positive and responsible attitude to work
- Good spoken and written English is an advantage
- Very good organizational skills including strong attention to detail
- Competent use of Windows Office (Word, Excel, Outlook)
- Willingness to travel extensively on a motorbike
- Familiarity with Koh Kong province is an advantage
- Ability to enter the position as soon as possible is a strong advantage

Salary range: 370-420 USD, fully depending on candidate’s qualification
