Handicap International (HI) is an international non-governmental aid organization working alongside people with disabilities and other vulnerable groups in situations of poverty and exclusion, conflict and disaster, founded in Cambodia in 1982, currently operating in 60 countries. HI mission in Cambodia is predominantly to both respond to the essential needs and improve the living conditions of persons with disabilities all around the world through the promotion of their comprehensive rights. Our areas of intervention are prevention, access to services and inclusion. Our vision is of a world in which all forms of disabilities can be prevented, cared for or integrated, and in which the rights of people with disabilities are respected.

HI is seeking to recruit a qualified candidate to fulfill the position of Training and Development Manager (TDM). Based in the Human Resources department, the training and development manager help with the ongoing, long-term improvement of employees' skills, enabling them to fulfil their potential within their organization. He/she coordinates the implementation of capacity building / training cycle, the staff performance appraisal process and participates to recruitment activities.

Expected starting date: 01st March 2015
Salary and Benefit Package: Salary and other benefits in accordance with HI’s Salary scale and HI Terms & conditions of Employment.
The rank of salary from 700 USD to 870 USD based on the candidate’s experiences & skills

Duties + Requirements
Training & Development Manager (TDM)

  Duties
  • Ensure the implementation of the capacity building / training cycle of the organization
    • Support the collection and analysis of employee’s training needs
    • Identify appropriate capacity building / training ressources
    • Support the devlopment and organization of specific out and in house trainings
    • Monitor the training plan and budget
    • Monitor the efficency of capacity building activities implemented
    • Etc.
  • Ensure the implementation of the staff performance appraisal process (Probation and annual appraisal) and support managers in the process
  • Participate to the recruitment process and contribute to the induction of any new comers (CV analysis, interview, induction plan, etc.)
  Requirements
  • Preferably a minimum of a Bachelor's degree or equivalent in Human Resources management or Organization/Staff Development
  • Minimum of 5 years practical experience in HR activities with 3 years of progressive leadership
  • Minimum of 3 years experience in one or more of the activities of trainings development, coaching, capacity building, staff performance appraisal
  • Experience in working with international organization/staff is a key asset
  • Ability to work with a minimum of supervision and proactivity is required
  • Soft skills: analytical skills, active listening, adaptable, sense of negotiation, leadership, ability to create team spirit
  • Good command of Excel, Word and Powerpoint
  • Fluent written and spoken English
