Description
RECOFTC – The Center for People and Forests holds a unique and important place in the world of forestry. It is the only international not‐for‐profit organization that specializes in capacity development for community forestry and devolved forest management. RECOFTC engages in strategic networks and effective partnerships with governments, nongovernment organizations, civil society, the private sector, local people, and research and educational institutes throughout the Asia‐Pacific region and beyond. With over 25 years of international experience and a dynamic approach to capacity development—involving research, analysis and synthesis; strategic communication; training and learning networks; and piloting and demonstrating—RECOFTC delivers innovative solutions for people and forests.

In recent years, the organization has established Country Programs in, Cambodia, Indonesia, Myanmar, Thailand and Vietnam, with its headquarters in Thailand. The Center’s work focuses on the four thematic areas of: securing community forestry; enhancing livelihoods and markets; people, forests and climate change; and transforming forest conflict; for building capacities for community forestry at all levels. RECOFTC’s program is detailed in its Strategic Plan 2013-18.
Cambodia1: RECOFTC has been engaged in Cambodia through capacity-building activities intermittently over the years. It is currently implementing, among others, the ‘EU funded DCI-ENV/2010/222-374/Sustainable Forest Management and Rural Development Livelihood Enhancement through Community Forestry and REDD Initiatives in Cambodia’ in 9 provinces, ‘Capacity Building in Sustainable Forest Management (SFM-RFP1)- UNDP/GEF Project #00075402’, and ‘Cambodia Supporting Forests and Biodiversity Project (SFB), funded by USAID through a consortium led by Winrock. Proposals for a number of other projects have been submitted to donors. RECOFTC has completed a Capacity Building Needs Assessment (CBNA) in  2010-2011, based on a methodology previously tested in Thailand and Indonesia, and this will lead into the development of a Country Engagement Strategy for RECOFTC in Cambodia. RECOFTC has also been instrumental in the development of the Community Forestry Program (CFP) for the National Forest Program (NFP) as a member of the NFP Task Force. RECOFTC is also an Associate Member of the Technical Working Group – Forestry Reform (TWG-FR) an active member of the National Community Forestry Program Coordination Committee (NCFPCC) and Cambodia NTFP Working Group

RECOFTC is now seeking for a Assistant Program Officer, who will be based in Phnom Penh, Cambodia. The contract period will be for 2 years with a possibility of extension.
POSITION SUMMARY
The Assistant Program Officer works out of the RECOFTC Cambodia Country Program office located in Phnom Penh under the direct supervision of Cambodia Country Program Coordinator (CPC). In close collaboration with other CCP staff, will provide necessary programming, technical, coordination, facilitation and documentation support to the overall CCP program and specific projects to assist in implementation, monitoring and evaluation, and reporting. Additionally, the Assistant Program Officer will oversee and manage small grant support to Community Forestry Communities (CFCs) for community forestry (CF) activities.

  Duties
  • Under the overall guidance and supervision of the CPC and in close collaboration with other CCP staff, the Assistant Program Officer (APO) will:
  • Provide technical, coordination and facilitation to support the implementation of the EU funded SFMRLE project, UNDP GEF SFM project, USAID SFB project, USAID EPL project, UN‐REDD Awareness Raising Project, Finnish MFA funded ForInfo project, USAID GREEN Mekong program, SDC project, FAO-FLEGT project and other projects and activities of RECOFTC Cambodia and Cambodia component of regional projects as they arise;
    • Assist in the development and implementation of the CCP country program engagement strategy;
    • Prepare, review and finalize CCP project reports including case studies and success stories;
    • Assist in developing project concept notes and proposals;
    • Assist in the preparation of MOUs, project agreements, etc.;
    • Assist in the monitoring and evaluation (M&E) of RECOFTC Cambodia projects and activities including preparation, updating and analysis and consolidation of projects fact sheets, as well as overall M&E for the entire combined CCP through the M&E outcome sheets and other tools for submission to RECOFTC HQ;
    • Scope, maintain and update a database of small grants for CFMC and CFMPs implementation;
    • Oversee, manage, implement, monitor, evaluate and report small grants for CFMCs and CFMCs implementation;
    • Assist in any activities as required related to CCP participation in the Technical Working Group on Forestry Reform (TWG‐FR), National Community Forestry Program Coordination Committee (NCFPCC), National Working Group on Wood Energy and Biomass (NWG‐WEB, Cambodia NTFP Working Group (CNWG), UNREDD Consultation Group and others
    • Assist in monthly, quarterly and annual work planning and reporting for the overall CCP program and specific projects, including participation in CCP annual retreats and other events as requested;
    • Represent CCP in conferences, workshops and meetings as required;
    • Perform other tasks as may be assigned by the Country Program Coordinator (CPC) and PROCO Manager from Bangkok headquarters.
      Requirements
    • The Assistant Program Officer will have the following essential and desirable qualifications and experience:
      • Essential
        • Two years' experience in community forestry in Cambodia;
        • BSc in Forestry, NRM or related field; (MS degree preferred)
        • Experience in project planning, implementation, M&E including writing project reports concept notes and proposals;
        • Experience in planning, implementing, M&E and reporting small grant support activities to CFMCs for CFMPs implementation;
        • Strong team building, communication, and networking qualities;
        • Fluent written and spoken English;
        • Willingness to travel frequently to the field sites;

      The intern will assist programme team conduct research the Cambodia development context and regularly update staff in London and Phnom Penh office.
